Police said that Baltazar Hernandez-Ibarra, 28, of Baiting Hollow, was operating a 1994 Volkswagen Jetta westbound on the Long Island Expressway in Manorville.

According to witnesses, Hernandez-Ibarra was driving at a high rate of speed and the car flipped over several times.
